Darrell Edward Brooks, who was released two days prior on an inappropriately low $1,000 bail from a domestic abuse arrest has officially been charged as the suspect in the Waukesha Christmas parade massacre where he took his red SUV and plowed through a crowd. So far, five people are dead and 48 others are injured, some in critical condition.
