While there is no constitutional requirement for sleepy Joe Biden to give a State of the Union address after being installed into office, most elected presidents do before the end of February of their inauguration year. What is really wrong with Joe Biden? Normally, all president, either Republican, Communists or RINO give a speech to a joint session of Congress sometime in February (or even January) in the year they get inaugurated. In Sleepy Joe Biden’s case of being installed into office, the Democrats are so fearful of letting Biden give his usual, mumbling, stumbling speech that he has now become the first president NOT to give a speech to the joint session of congress since Richard Nixon won re-election in nearly 50 years. Richard Nixon, after winning his second election in 1972 didn’t give his speech to the joint session of congress until January of 1974, instead of 1973.
There’s also Gerald Ford. He never actually won an election (sound familiar?) and assumed the presidency after Nixon resigned in August of 1974. His first speech to a join session of congress wasn’t until October of ’74 address the economy, then a State of the Union Address in January 1975. All presidents since Nixon, Ford and Carter have given their speeches to joint sessions in congress in January of their inauguration year from Reagan through Trump. Jimmy Carter for some reason didn’t give a speech to a joint session of congress until April of 1977, talking about energy. He was of course the worst president in American history before Obama and Biden came along.
