If Rayquan Brown is a police officer, then the state of law enforcement in Charlotte is really in bad shape. Of course Borum isn’t a police officer, just some gangbanging black lives matter terrorist who decided to shoot Justin Carr who died yesterday at a Charlotte hospital.
